Common challenges in this sector

The licensing process takes too long

Local authorities are under pressure to speed up planning permission processes, particularly following the introduction of the Environment Act. The causes are structural: silos between departments, manual handover procedures, a lack of standard operating procedures, and a culture where exceptions are the rule.

Employees leave and knowledge is lost without being passed on

Many local authorities are struggling with high turnover among experienced staff. Knowledge resides in the minds of individuals, not in documented processes. When those people leave, the organisation has to start from scratch — whilst the workload on the remaining staff only increases.

Change programmes do not deliver sustainable results

Local authorities have regularly sought to improve their performance through reorganisation, digitalisation or the use of external consultants — with mixed results. A common source of frustration is the decline in performance following an improvement programme: as soon as the consultant leaves, results slip because ownership has not been embedded within the organisation.
